The Law Commission of India on Thursday evening recommended making the practice of betting and gambling in sports legal in the country, in a report addressed to the Central Government. Releasing its 276th report, titled ‘Legal Framework: Gambling and Sports Betting Including in Cricket in India' the commission said that incapability to enforce a strong ban has resulted as an increase in "black money generation and circulation”. Recommending a list of guidelines for regulating the practice, the board proposed linking the Aadhaar/PAN card details of the operator and participant and also for the transactions of money to be cashless with penal provisions for cash transactions", the report said.

Gunmen abduct constable in J&K, second such incident in 21 days
A constable of the Jammu and Kashmir police force was kidnapped by militants on late Thursday evening in the south of Shopian district. As per news reports, constable Javaid Ahmad Dar was kidnapped from Kachdoora village and was on his way to a chemist when three men armed with a gun reportedly abducted him. According to news channel Times Now, the militants came and left in a Santro car. Earlier, a statewide agitation had sparked with the kidnapping and killing of Indian Army rifleman Aurangzeb on June 14. A massive search operation has been launched across J&K to find Dar, reports said._______________
Minor accused in Kathua rape-murder case an adult, medical tests prove
Punjab’s Pathankot district and sessions court, which is hearing the rape and murder case of the 8-year-old from Kathua, Jammu and Kashmir on Thursday said that one of the accused who claimed that he is minor will be tried as an adult after medical reports proved the same. As per the age determination tests, the accused the man was between 19 and 23 years in age, contradicting the statement of the defence, who had appealed that be treated as a minor, citing his matriculation certificate. The case refers to a girl child for the nomadic Bakharwal community kidnapped from her village, Rasana, in January and was drugged, starved and gang-raped for a week before being killed.

Home Ministry directs states to control mob lynching
With growing incidents of mob lynching over fake WhatsApp messages of child kidnappings, the Home Ministry on Thursday directed all states to take stern action and detect such rumours of child lifting on social media, early. "States & UTs have been asked to direct District Administrations to identify vulnerable areas and conduct community outreach programs for creating awareness and building confidence,” the Ministry led by Union Minister Rajnath Singh said in an official statement. The order comes days after instances of mob lynching killed at least 10 people across the states of Assam, Tripura, West Bengal and the most recent one in Maharastra, only in the month of June.

UK court allows Indian Banks access to Vijay Mallya’s London properties
A High Court in the United Kingdom has issued an enforcement order in favour of a consortium of 13 Indian banks, seeking to recover funds owed to them by liquor baron Vijay Mallya. The order grants permission to the UK High Court Enforcement Officer to enter the 62-year-old tycoon's properties in Hertfordshire, near London, including his residence. However, it is not an instruction but a permission to enter his properties, which means the banks have the option to use the order as a means to recover estimated funds of around 1.145 billion pounds. Vijay Mallya has made an application in the Court of Appeal seeking permission to appeal against the order, which remains pending.

Kejriwal seeks meeting with LG again as bureaucrats refuse to cooperate
With the power tussle for Delhi governance not dying down, Delhi Chief Minister Arvind Kejriwal yet again had to seek a meeting form Lieutenant Governor Anil Baijal on Thursday. He sought an appointment to discuss the issue of officials of the city government refusing to pertain to key demands related to transfer and postings. Taking to Twitter, Kejriwal wrote, “Sought time to meet Hon’ble LG today to seek his support and cooperation in the implementation of the order of Hon’ble SC and in the development of Delhi." The development came a day after the Supreme Court, hearing the case of the CM and council of ministers versus Lieutenant Governor (L-G) over governance of Delhi, ruled in favour of the Aam Aadmi Party (AAP) saying the L-G cannot work 'independently' and has to work with the aid and assistance of the council of ministers. As per news reports, the alleged protest of the bureaucrats started last night after the notification on their postings were issued, under the authority of CM Kejriwal.

A high-level inquiry committee of Delhi's JNU has upheld Umar Khalid's rustication and a fine of Rs. 10,000 has been imposed on Kanhaiya Kumar in connection with a February 9, 2016 incident. The JNU panel had in 2016 recommended rustication of Khalid and two other students and imposed a fine of Rs 10,000 on Kumar, the then students' union president, in connection with the campus event against Afzal Guru's hanging during which anti-national slogans were allegedly raised. The five-member panel had also imposed a financial penalty on 13 other students for violation of disciplinary norms.

Two-year-old assaulted in Kolkata, FIR registered under POCSO
In yet another case of sexual assault against a child, a two-year-old boy was assaulted at his playschool allegedly on Monday during Doctor’s Day event, while the matter came to light on Thursday. Based on the complaint of the victim’s parents, the Behala district police registered an FIR against unidentified individuals under Protection of Children from Sexual Offences Act (POCSO). According to the victim’s mother, the boy had come home crying on July 2 but did not say anything upon asking. It is only when she was bathing him, she found blood in his private parts when he was taken to a paediatrician is was suggested that he might have been sexually assaulted. The parents also alleged that the principal of the school showed negligence on her part. “We asked her to show us the CCTV footage of the day and she said it would take two hours. After two hours, she told us that due to some unknown reason there was no footage from June 27 to July 3,” the child’s father was quoted by news agencies.

UP: Class 8 dropout hospital owner booked for operating on patient
A school dropout was booked on Thursday after a video of him performing surgery on a patient in a private hospital he owned went viral on Monday. The video shot in the theatre of Aryan Hospital in Uttar Pradesh’s Shamli district shows the man, identified as Nardev Singh who is class 8 pass, operating on a patient, and a female compounder giving anaesthesia. The hospital initially hired some doctors but they were fired soon and the owner himself began to attend patients. The hospital didn’t even have a certified anaesthetist.
