Madhya Pradesh proposes death penalty for rape of minor girls
The Madhya Pradesh government on Sunday approved a bill to award capital punishment to those convicted of raping girls aged 12 and below. Madhya Pradesh has topped sexual offences list in the country over the last decade. Briefing journalists after the meeting, state finance minister Jayant Malaiya said the bill known as Public Safety Bill would be introduced in the assembly’s winter session. According to National Crime Records Bureau (NCRB) report 2016, Madhya Pradesh reported the highest number of rape cases — 4,391 — in 2015. Maharashtra followed, with 4,144 cases.

The second phase of Uttar Pradesh’s civic body polls took place on Sunday, with a voter turnout of 52 per cent. 25 districts were covered in this phase, including populous one like Varanasi, Muzaffarnagar and capital city of Lucknow. Home Minister Rajnath Singh came to his home town Lucknow to cast his vote. In a first of the state, five women candidates from contesting parties were battling for the post of Lucknow mayoral seat. The civic body elections will be a test for the Yogi Adityanath government while being a chance for the Samajwadi party and BSP to regain their lost ground.

Congress Vice President condemned the incident by saying so many people had to lose so much to hate and violence, while Finance Minister Arun Jaitley called it an act of “deplorable cowardice”. The Prime Minister in his radio show Mann ki Baat said “Terrorism is the biggest threats to humanity,” adding that India will never forget the gruesome episode. Meanwhile, President Kovind applauded the role of the security personnel and upheld those who lost their lives.

The two phase national and provincial parliamentary elections have been after the civil war ended in 2006, ending the monarchy rule of the nation and turning it into a democracy. An explosion rocked the Ningbo City in China on Sunday killing two people. The blast, which apparently took place on a factory toilet, lead to some residential buildings in the area to collapse. According to media reports, 30 victims were admitted to hospital and the exact number of ‘casualties was not known’. The incident is a common one for China, where industrial accidents and cases of deadly fires are often reported. Eyewitnesses said that the demolition work in the area had damaged a gas pipe line and that might have caused the blast to happen.
